Just helped my A/P remove the wings from my 172 for repair. There was a washer under the head of the bolt on both the front and rear spar attachment.

For the correct answer you should look in the Cessna Maintenance Manual for your aircraft.  Under wing installation there will be an illustration that shows the installation and torque requirements.

If the wing attach bolts were removed, I would replace the bolts & nuts.  Cheap insurance.  Old bolts may be just fine but why not spend a few dollars to be sure.
