Top of what? Cabin, wings, stabilizer, everything? It is not an alteration, it is a major repair. 337 form will be required. As for the actual work involved be sure the shop has the personnel with the experience and the equipment, especially if your reskinning the wings.

Yes, I've done it many times and would also recommend replacement of the skin verses a doubler. To do the job properly, using all original solid rivets (no blind rivets), you should remove the windshield, and of course the headliner, antennas, and etc. Some have done it with the wings on, but I would remove them because it will allow the cabin top change to go much faster; one man for most of rivet work instead of two. Then when the wings are reinstalled we replace the rubber fuel lines, SCAT ducting and wing attach hardware, which happen to be those items that get overlooked or avoided due to the difficulty of replacement.
